The two models
Contingency agency fees. You pay nothing up front; when the agency places a candidate, you pay a percentage of that person's first-year salary — commonly in the region of 8–20% or more. Simple, but the cost is unpredictable and scales linearly with every hire.
Recruitment retainer. You pay a fixed monthly fee for a dedicated recruiter or team to run your hiring, no matter how many roles they fill. Your cost is flat and predictable, and there are no per-hire placement invoices.

Imagine you hire 4 roles a month at an average salary of AED 15,000/month (≈ AED 180,000/year):

The exact numbers vary, but the shape is always the same: the more you hire, the more a per-hire model costs — while a retainer stays flat. That's why companies commonly save a large share of hiring cost by moving to a retained or RPO model at volume.
