Salaries in the UAE are tax-free, which makes the headline number look simple. But the real cost of employing someone in Dubai or across the Emirates includes several mandatory and common add-ons. Budgeting for the full picture upfront prevents surprises — and helps you compare a direct hire against outsourced options fairly.

The mandatory costs you can't skip

Employment visa & work permit. UAE work visas are employer-sponsored. The employer initiates the work permit and residency visa, covering the government fees involved.

Medical insurance. Health insurance is a legal requirement for employees in Dubai and Abu Dhabi and is being extended across the Emirates. The employer pays the premium; cost varies with the level of cover and the employee's profile.

End-of-service gratuity. Under the UAE Labour Law, an employee who completes at least one year of continuous service is entitled to a gratuity of 21 days' basic salary for each of the first five years, and 30 days' basic salary for each subsequent year, subject to the law's conditions. It's not a monthly cash cost, but it's a liability you accrue from day one — so budget for it.

The recruitment cost

If you hire through an agency or executive search firm, the fee is charged to the employer, typically as a percentage of the hire's first-year salary. The percentage varies with seniority and search complexity — contingent volume hiring sits at the lower end; retained executive search at the higher end. Candidates are never charged.

It's worth pricing the cost of a bad hire too: re-recruiting, lost productivity and the gratuity/notice already paid often dwarf the original fee. That's the real case for getting the hire right the first time.

How to reduce your total cost of hiring

  • Improve first-time fit. Structured assessment and cultural-fit calibration cut the biggest cost of all — the wrong hire.
  • Use RPO for volume. For sustained or high-volume hiring, recruitment process outsourcing lowers per-hire cost versus role-by-role agency fees.
  • Consolidate payroll & compliance. Running visas, payroll and insurance through one partner reduces admin overhead and risk.
